Annual Revenue Licence Renewal

Every registered vehicle in Sri Lanka requires an annual Revenue Licence (road tax certificate). The licensing cycle runs from the anniversary of the vehicle's first registration date. You can complete renewals up to 2 months prior to your expiry date to avoid late fees.

  • Certificate of Registration (original CR) — or extract CMT-52 / MTA-11; if leased/financed, a certified copy of the CR authorized by the finance company
  • Previous year's Revenue Licence
  • Valid Vehicle Insurance Policy Certificate — must be currently active
  • Valid Emission Test Certificate (VET) — from an authorized testing partner (Laughs Eco Sri or DriveGreen). Exempt: first-time brand-new vehicles, agricultural land vehicles, vehicles made before Dec 31, 1975
  • Fitness Certificate — required for commercial vehicles: motor lorries, private coaches, omnibuses, ambulances, hearses, tricycle vans, special purpose vehicles
  • Passenger Service Permit — required for passenger omnibuses only

The modern Electronic Revenue Licence (eRL 2.0) platform enables self-service renewal from any digital device. Following a successful card transaction, a temporary printable certificate is instantly dispatched to your email, and the official paper copy is posted within 7 business days.

Step-by-Step Online Process

    Navigate to web.erl2.gov.lk and click Login. Sign in using your preferred Google account.

  2. 2

    Enter your Province, Vehicle Number, last year's Licence Number, and the last 6 digits of your Chassis Number. Verify the registered owner's address.

  3. 3

    Choose your Emission Certificate partner and your Insurance carrier from the lists. The system checks validation automatically in real time.

  4. 4

    Review the calculated licence fee and postal charges.

  5. 5

    Complete the payment securely using any Credit / Debit card. Confirm with the OTP sent by your bank.

  6. 6

    Print the temporary licence (valid for 14 days) sent via email. Your physical card is posted to you within 7 working days.

Before You Start — Checklist
  • Your vehicle's emission test (VET) must be completed and registered in the database beforehand
  • An active insurance policy must be updated and visible on the eRL network
  • A Google account is required for a secure login
  • A Credit or Debit card with active online transactions enabled
  • Your mobile phone to receive payment OTP notifications
  • Your previous year's licence number and chassis details

Please note: The very first licence for newly registered vehicles cannot be processed online — this must be done physically at a provincial DMT branch or our office. Online channels support subsequent renewals only.

Key Rules
  1. 1

    Brand-new vehicles enjoy emission test exemptions for the first revenue licence. Tests are mandatory starting the second year.

  2. 2

    Reconditioned vehicles require a formal emission test from the very first licence registration.

  3. 3

    Agricultural land vehicles are permanently exempt from all emission testing standards.

  4. 4

    Vintage vehicles manufactured before December 31, 1975, do not require emission verification.

  5. 5

    Ensure your test is done prior to starting your online renewal — the test center must register the record on the eRL cloud system.

  • Laughs Eco Sri — authorized national emission testing network. Check online directories for locations near Mulatiyana.
  • DriveGreen — authorized national vehicle testing network. Visit their portal to search for nearby testing centers.
  • After testing is complete, results are uploaded directly to the eRL network, enabling automated verification during online renewals.
  • For counter renewals at our DS office, please carry the physical printout of your emission test certificate.

We advise completing your emission test 2–3 days ahead of renewal. This clears any technical delays in uploading the certificate to the central eRL system database.

Renewal of Driving Licence

    Download the renewal application form from the DMT website (dmt.gov.lk) or collect it at the nearest DMT regional branch.

  2. 2

    Obtain a Medical Fitness Certificate from the National Transport Medical Institute (NTMI) or a government hospital within 6 months of applying.

  3. 3

    Submit your documents at the nearest DMT office, or book an appointment online at dmt.gov.lk to visit the Colombo (Narahenpita) main facility.

  4. 4

    Your biometrics (photograph and digital signature) are captured at the branch. Smart card licences can be printed same-day (priority service) or mailed directly via post.

Note: Driving licence procedures are managed by the Department of Motor Traffic (DMT) and not directly at this DS office. The nearest DMT regional branch to Mulatiyana is in Matara. You can book queues online at dmt.gov.lk.

Vehicle Ownership Transfer
Registering a change of ownership after buying or selling a vehicle — via DMT using MTA 6 & MTA 8 forms

When a vehicle is sold, the transfer of ownership must be registered with the Department of Motor Traffic (DMT). Both the registered seller and the buyer must complete specific legal forms. Vehicle transfers are processed at DMT head offices or regional branches.

Transfer Process
  1. 1

    The seller obtains MTA 6 and MTA 8 forms from a DMT regional office, head office, or online.

  2. 2

    The seller completes Form A & A1 of MTA 6, keeping A1. Form B, B1 of MTA 6 and Form C, C1 of MTA 8 are handed to the buyer.

  3. 3

    The seller sends Form A of MTA 6 directly to the Commissioner of Motor Traffic via Registered Post as a legal record of disposal.

  4. 4

    The buyer visits a DMT branch with original documentation to finalize transfer registration and pay the transfer fee.

  5. 5

    From January 5, 2026, a TIN (Taxpayer Identification Number) is mandatory for both parties during transfers (excluding motorbikes and tractors).

  • Original Certificate of Registration (CR) of the vehicle
  • MTA 6 Form (all parts fully completed and signed)
  • MTA 8 Form — additional transfer declaration
  • NIC of both buyer and seller (originals + copies)
  • TIN certificate issued by the IRD (mandatory for cars, lorries, buses, and vans)
  • If financed: finance company authorization letter and certified copy of the CR
  • Applicable DMT transfer fee

Important: Until ownership transfer is officially recorded with DMT, the seller remains legally liable for the vehicle — including traffic fines, toll charges, or accident liabilities. Complete transfers promptly.

TIN Requirement — New Rule from 5 January 2026

What This Means
  1. 1

    From 5 January 2026, a valid Taxpayer Identification Number (TIN) from the Inland Revenue Department (IRD) is required for vehicle transactions at DMT.

  2. 2

    Your TIN is linked to your NIC number. For corporate-registered vehicles, the Business Registration Number must be provided.

  3. 3

    This mandate covers motor cars, lorries, buses, vans, and dual-purpose vehicles. It does not apply to motorcycles, hand tractors, or three-wheelers.

  4. 4

    Initially introduced selectively in 2025, the TIN requirement is now strictly integrated across the DMT systems.

How to Get a TIN
  • Register for your TIN at any Inland Revenue Department (IRD) branch or online at ird.gov.lk
  • Required documentation: NIC (for individuals) and proof of address
  • For enterprises: Business Registration Certificate and tax records
  • A TIN is issued entirely free of charge and remains valid for life
  • The closest regional IRD office to Mulatiyana is situated in Matara

Avoid delays: If you intend to purchase or transfer a vehicle, make sure you secure your TIN from the IRD before visiting the DMT. Transactions cannot be completed without a registered TIN.
